Just had a thought. We hear in Australia have been hearing a lot about the recent military operations in the north. Basically, they moved in and began cleaning up the indigenous settlements. Now, a lot of these families have started to receive government support, leading to measure being developed to avoid them spending it all on alcohol. The solution was a system of vouchers which could be swiped like credit cards, only to be spent on approved items.

I heard a rumor that the same process might be linked to the baby bonus, to ensure that new parents only spent the money on goods for the child.
Now, if you could apply the same idea to child support. Instead of paying a sum to the mother, you could make contributions to an account. These funds would be accessed by a card, the expenditure statement could be checked at any time. This way, you'd have the security of knowing how your child is being cared for.
I understand that this doesn't address the solution of having to pay in the first place. Perhaps though, it would be a step in the right direction.
