JUDGES, police officers and prosecutors are to be asked to attend educational seminars as part of radical sexual assault reforms to be introduced in NSW when Parliament resumes this month.

The reforms are contained in a report listing 70 recommendations submitted to the NSW Government last year by a sexual assault taskforce in a bid to boost conviction rates and reduce victim trauma.

In what has been hailed as one of the biggest single shake-ups of the state's legal system, Attorney-General Bob Debus announced yesterday he would implement many of the major legislative amendments presented.

The historic reforms will include specially devised sex assault educational courses for court staff including judges, new consent laws and "objective fault" laws, which will require the accused to detail the steps taken to ensure consent was given.

Mr Debus will also change committal procedures to reduce the number of times victims must give evidence and be cross-examined.

Improved circumstances will be introduced for some victims by allowing the use of an intermediary or communication device during evidence.

In arguably the biggest reform, a network of one-stop sexual assault centres for victims will be introduced across NSW. At present victims must attend up to six different locations for help.

In future, service providers including police and counsellors will travel to fully equipped centres, probably integrated into hospitals.

The announcement coincided with the release yesterday of new figures from the NSW Rape Crisis Centre that showed a 29 per cent increase in first-time callers and a 131 per cent increase in all calls in the first quarter of this financial year.

Centre staff have recorded a 41 per cent jump in callers who were sexually assaulted as children. Industry experts say the rise shows that victims now feel they are more likely to be treated with respect.

Mr Debus said: "The statistics are encouraging and we hope these historic reforms will demonstrate to those complainants that the system is being improved."

NSW Rape Crisis Centre manager Karen Willis, a member of the taskforce, said she was overjoyed.

"We've been stuck with laws that were put together in times when horses and pigs were worth more than women, " she said. "This announcement shows that, slowly, we're now starting to turn [those values] around."

Mr Debus said some of the changes would be introduced in Parliament when it resumed on October 17.

Of the others, he said: "New consent laws are being developed now and will be ready for public consultation shortly. The Judicial Commission has been approached with regard to a series of educational programs that will mean everyone, from judges and prosecutors to court staff, is better informed in future."

He acknowledged some components such as the new sexual assault centres would take time to introduce. "Numerous service providers will need to change the way they work. We're currently examining the logistics."

Ms Willis also praised several other adopted reforms affecting children and intellectually disabled victims. "They rarely received justice before," she said. "This is a huge victory for them."

How a far better system evolved

- December 2004: NSW Attorney-General Bob Debus assembles a special taskforce to consider major reforms that would revolutionise the way sexual assaults are dealt with by the legal system. The move follows 63 fresh reports of gang rape in the previous financial year and the additional revelation that, out of 9532 reports of sexual and indecent assault, only 216 convictions were recorded.
- December 2005: More than 300 victims respond to a landmark survey that found the legal system was failing complainants in just about every area. The study is used by the taskforce to help complete its submission.

- January 2006: The taskforce, comprising judges, barristers, police, counsellors and academics, delivers its final recommendations to the Government.

- April 2006: Tegan Wagner walks from court and proudly spells her name out loudly to reporters after seeing the brothers who raped her convicted. Sexual assault counsellors hail her courage and the resulting publicity as a major turning point.

- October 2006: NSW Rape Crisis Centre reports a huge surge in calls from complainants, including a 28 per cent increase from people who were sexually assaulted in the previous seven days. Government announces major law reforms that will allow those cases to be heard in an environment that provides "comfort and support".

I doubt women were ever really worth less than horses and pigs. And if they were, men were probably worth even less than the women.

Also, I wonder what are men worth now? Less than pigs and horses?

It wouldn't suprise me at all, if in the future, the jury on rape cases are entirely female, and females who have been "educated" beforehand by some feminists.

Of course real, normal women have always been worth more then horses and pigs. However now many western women are overpricing themselves.

Pigs and horses can't charge you with false accusations, suck most of your wealth, steal your children, have a annoying attitude, need more attention or maintenance then what's really necessary etc.

So when women overprice themselves, that they cost more then they're really worth, that'll make them less valuable compared to a pig or horse in the long run.

It really is time for men to stop arguing with the women and start directly attacking other men. The women will never agree and will always sprout some tears when they get criticized for their nonsense.

But, other men should be the sole focus of MRA anger. What needs to be done is for MRA's to make sure that everytime they sit next to an off-duty cop, or a lawyer or whoever, in a pub or whatever setting - that they get told right to their face that they are complete scumbags for being involved in the war against men, and make sure they are ashamed. That's already happening in India, whereby fems have argued all female juries would be more sympathetic and understanding to an "alleged" female victim. This is akin to having a jury comprising of only KKK members, when a racist has been accused of a race-hate crime. Guess what the outcome will be?

Also they have advocated female only judges who would be 'specially trained' in the area of sexual assault/rape (read:indoctrinated with feminism.) Again more ideological manoeuvres to guarantee a pre-determined outcome.

Also, Rob is correct that we have to start directing our efforts at men themselves, most women are a lost cause as they are protecting a very privileged position. Such women rarely factor in morality, as such an "investment" requires responsibility.
