When does 'education' and 'entertainment' become Propaganda?
I think it should be mentioned at the start of the program that a deliberate, State-sponsored message has been included. I think it should also be mentioned if any financial coercion was used to have the message included.

It should be mentioned, but who can make those governments or the broadcasters they control do that? Maybe protesters could get such a concession in India, but not in China which is still a one-party dictatorship. A more likely to succeed route would be to expose and shame the American psychologists involved with this - if they are capable of shame. Even if they are not it might still cost them patients, and thus money.

eg Al Gores fright crusade to convince folk that the water will be nigh be lapping at their backdoors unless they start paying an exorbitant carbon tax to the Gov't
this cartoon theme was exploited by the Fox and his ruse to convince the dumbcluck chickens that he wanted to eat that the sky was falling and the only refuge was in his cave
