Reading between the lines it seems obvious that the lady has been in the States for some time and has come home, so she's comparing local attitudes with what she's seen and heard abroad.

Seriously, we get a lot of stuff like this in the local press. To be able to write in English for an English-medium newspaper is big kudos for anybody. The Philippines struggles to find its way in the world. Anybody who has some insight into how things are done 'abrod' and can demonstrate that the Phils does some things better, immediately becomes a national hero/heroine.

BTW I notice she's already married but there are several millions more where she came from.
