Most do, certainly for several years now (as standard) with most new computers. Most computers require a systems recovery disk 'specific' to that make of computer. Some older computers don't have this option, the only option being is to format the hard drive.
It is possible if you have lost a recovery disk, to obtain a new one via certain sites on the net. Some can even be downloaded for free via certain sites.
I don't have a great depth of knowledge regarding computers. But I'm sure some of the more PC orientated members here, will be able help further, given more details.
